Position Summary:


The Executive Director maintains overall responsibility for operations including daily oversight, reporting to the MCHIE Board, financial sustainability, measurement of ROI, communications with and promotion to the community, recruitment of MCHIE providers, and oversight of vendor and HIE contracts. The ED directs strategy development, with a particular emphasis on analytics and working with the Board members, provider participants, and Medical Advisory Committee on delivery system reforms / case management programs to achieve use case goals.  The ED will have the experience and educational background to oversee and direct the analytics program.

Hiring and supervision of Database Manager, Data Analyst, and Administrative Assistant staff team is required. 

The Executive Director reports to the Board of Directors and with day to day oversight provided by the Chair.

BACKGROUND - Montgomery County HIE


The Montgomery County Health Information Exchange was formed to benefit the citizens of the state of Texas and promote the health of the Montgomery County and surrounding communities through facilitating the creation and operation of a health information exchange with the objective to increase access to care, quality of care, and efficiency in providing care, including for Medicaid, self-pay, and uninsured low income individuals.  Members of the Montgomery County Health Information Exchange act together as a collaborative of physicians, hospitals, health departments, clinics, mental health authorities, other providers, and consumers through the secure exchange of privacy protected health information and the sharing of best practices for the improvement of care.  



The MCHIE members intend to exchange the data necessary to support specific use cases for each member (1) at the point of care for individual patient care and/or care coordination; and (2) community analytics to improve patient outcomes and quality, while reducing costs.   MCHIE’s priority uses cases focus on Medicaid, uninsured, county indigent, and self pay patients and include the following:
